Long story short I dropped my college classes due to lack of funds and lack of motivation.

The issuance of building permits is a matter of public record.  

Plan: I live in a college town that is not friendly to the rental investor (rents are way too low compared to home prices).

It's close to 500k, near two college/universities, and the rent will go for about $925 a month.
