You would need to provide more info on the property to be able to evaluate whether or not it is a good deal. 

Knowing the 2% test, and what the 1% and 50% rules are definitely help me to quickly evaluate possible deals.

My wife and I are living abroad for the foreseeable future and could easily declare the property as our primary but I'm not sure how to evaluate all of this.

We have to be able to separate our politics from our ability to evaluate and react to real world situations.

This is my first refi and I'm looking for some advice in helping evaluate this scenario. 

If the only reason you're paying this much is due to multiple bids and you are comfortable where you are for the next few months if needed, definitely re-evaluate during your due diligence period and exit if you find you're making a financial mistake.
