For small buildings it's been easiest to just put a decent router (we've been using ubiquiti's edgemax routers) and switch in a communal closet and then drop ethernet ports to each living room via cat6.

For me, it was the fastest/easiest/cheapest/no documentation method for getting some quick cash, but it's not as cheap as a good loan, if you can qualify and want to make monthly payments.
