So if I understand correctly: the tenant bears some of the fee burden in build to suit, whereas a fee development deal puts more of the fee burden on the landowner?

But of course you only want to do that if you actually intend to go through with buying it (instead of wholesaling it yourself ;)(And if you do look into doing that, bear in mind your memorandum needs to be notarized as I don't think the clerks allow recording anything that's not notarized, which is why I don't think you can just record a straight P&S any more.
