It is actually topical water proof, includes an extra cork backing for added protection, extremely scratch and UV resistant, and less expensive than the engineered wood, with similar pricing to the laminate.

I know because I almost hit a similar roadblock.

I think I almost had a similar story...My locality took some cookie cutter landlord tenant regulations (from Seattle, I think) and was entertaining passing them in some sort of housing plan. 

Most investors know this and immediately distrust the sponsor upon hearing a forecast like that unless your client can produce a track record of having delivered a similar return on previous deals that have gone full-cycle.

Then spend a little time on realtor.com or similar looking at what similar homes are selling for in your area.

Should duplexs be priced at a premium, no premium or negative when compared to a SFH of similar size?

Try googling the address and looking for a "REO" or "auction" webpage.
