But I think the better option is tenant pay for it, that way they will know it may go against them for not paying rent..

As long as comps don't reflect those highly upgraded sidings most investors would go with the cheaper option if the purpose is to maximize benefits on the refinance. 16k for siding sounds high if it's a 1000-1500 sqft home

I wasn't aware it was an option.

When i started investing i thought the investing where i lived was the only option. 

If your goal is to maximize liquidity for future deals, reducing your cash outlay or exploring refinancing options could make sense.
