BTW, your "criteria" are likely just "rules of thumb" you developed (which is great!)

Buy an empty lot in a development, in a nice area, at the "Correct" time early in the development.D. 

I am proposed GP with development / management experience, however my liquidity is tied up in a separate development initiative.

I live right over on Smith Street so I know this area well and would like to develop in my hometown.
