My initial goal was to long term buy and hold but am thinking holding properties long enough so I do not get the capital gains tax and selling then 1031 exchanging to getting more properties or more expensive properties. 

Anticipation of these cuts initially moved mortgage rates downwards to their lowest in nearly 20 months.

This other thread was more focused on the initial subdivision and purchasing process.  

If they are not, they would likely be the responsibilty of the property owner to initiate (at least in our area).

The new attorneys and title companies don't seem to have any creativity.I found that a long contract initially can scare a prospect. 

Carrying costs in purchase and or rehab is financed, cost of capital on refi, re-recording, title, updated insurance, etc. their are many costs at play after initial funding then to transition long term unless your straight cash on the front end.

Most MLS purchases at high leverage indicated by those numbers have initial negative cash flow.
