Typically the gas and electrical are sub-metered unless it's not zoned correctly.

I agree with you, that for my first property, I should be picky and make sure I do it correctly.

But if set up correctly, they can be more consistent performers over time and have more predictable cash flow. 

I suspect this is in a C/D area, would I be correct?

Sometimes the housing agencies help to correct behavior of a tenant who is violating a lease.Cons - The biggest con is just government bureaucracy.

From my basic understanding it would make sense to change it to a rental and then do the remodel so I can claim depreciation on my cost, is this correct or not?
