Any suggestions on appeal to alleviate some of the tax burdens?

Some people say you can lower the expense ratio because the HOA helps alleviate it but I would still run it with 40-50% expenses off income (minus HOA). 

And they could alleviate the biggest complaint on there, that homeowners will get stripped of equity, by exempting anyone who lives in the house for X number of the 7 years, just like you avoid capital gains tax at the federal level.

Which I think will help alleviate a lot of the stress long term.
