Apartments can and have gone into deep recessions before (S&L deeper recession than 2008).

I'd dive a little deeper into the MLS and try to narrow down comps to a .5 mile radius and see what you come up with.

The 1% rule is just a quick screening tool that lets you determine whether a property is even worth doing a deeper analysis on.
