Many utilities around my area only keep history for 12 months.There are WAY too many variables to be able to estimate heating costs from one building to the next with any amount of accuracy.

I frankly think 20% is way too low because there are many other variables that could easily reduce that 20% down to 10% and at 10% you're basically working for free.

I also don't believe it's the only way to cash flow and I certainly think that your expense ratio is going to depend on a few variables, i.e. the location, condition, caliber of tenant, and whether or not it's self-managed.
