I was considering some places in PG near the border of DC, but I'm not sure how "up & coming" they all really are.

.* Madisonville (with the exception of a few areas that border Hyde Park & Indian Hill) is an easy C.* Skyline - Always an A+Gonna check out Equity Team. 

Also finding out as well the city of Wilmington DE where my apt building is located is a very tenant friendly state.

@Andrew Kasbari I work in the area on weekends and think that anywhere near/bordering the lake (Grand/Harrison/Lakeshore perimeter) will pay off in the long run.
