I would be more concerned about what caused the mold especially how it has almost a straight line horizontally across that wall. 

The current government is doing what they can to encourage growth and prosperity in the area as well.Downtown and Notre Dame multifamily does concern me currently, I think they are building far too much premium (A-Class) stock in the area right now.

Be sure to google the property address, I have come across sex offender tenants and news of big-time police drug raids by doing that.
