I put in an offer of $170 and they accepted. 9 apartments rented at $350 one is tiny and rented at $200.

I would also just put in a thumbs up for Quartz, it's more durable than Granite, slightly more expensive, but worth it, if you ask me. 

I think your already losing $$$ as it's set up now.Or,put in coin operated, your a smaller building you service yourself.

If I were you, I would make the offer at full price (if there is upside) and put in the offer that you will have the #1 apartment manager in the area collect all rents, and from the proceeds make all payments on the underlying mortgage, to the seller's insurance company (you listed as additional insured), property taxes, and utilities.

Move the thermostat to the basement in boiler room or secure area that you can control.You could put in a smart thermostat for that and have remote access option.
