@Charlie MooreWhen they skipped town and didn’t notify anyone.When I have to repair or replace substantial items, like flooring, ceiling fans, drywall, doors, appliances, etc...Refreshing a property with clean up and cosmetic touch up is normal.

I believe tenants who skip town have a judgement against them on record for 5-7 years which makes it difficult fo them to find housing.

tax assessor has EVERY LOT and everyones mailing address where the tax bill goes to  and the name of the person or entity that owns it.and some even have phone numbers.what investors will do is called skip tracing.. companies will do this for a fee..
