For starters, be prepared for a lot of leg work to get the building code officials and the fire protection engineer on the same page (and the health inspector too if the facility will fall under their jurisdiction, but they won't have any input on sprinklers).

@Patrick Hill studying to get a RE license will actually help you with the terminology. othere wise just check with each county department mentioned go to the water company and see if there is a water lien.. go to the planning department and check on use etc etc.. takes some leg work
