As some background, I just had a MassSave home energy audit and 1 of the hot water heaters and the gas space heater came back with above code readings of CO emissions, so I need to replace those before I can proceed with the MassSave insulation work. 

You are burning bridges by continuing to be non-compliant and rent the property. 

Did you call water company and energy company to get a ball park for your utility expenses?

That's probably going to be difficult to do now that you've invested all this time and energy, but just keep reminding yourself that a bad deal is much, much worse than no deal.

Sure you may find something, but you will still see the seldom few get burned on a bad deal continuously.Ok end of rant :-) I hope this information finds you well, and saves you from countless and endless sleepless nights of researching and never taking action.

Your angle would be to convince them its not worth burning the bridge with you over the fee you're owed.

I don't care what city you're buying in, without a great PM you might as well just take a flame to your money and burn it.
