It it's a small, contained patch on dry wall, that can be a simple fix.

Don't waste your time and effort fighting it.

Dont scare them off by having window ac units or an old crappy wall furnace.  

There is not a chance in holy hell a "reasonable" fee would be enough to waste the time.  

Most utility bills are pretty straight forward whether they're high or not, but the waste removal bills are a different animal.
