You might be able to get AN ESTIMATE from looking at gosection8.com for similar type properties in the same neighborhood, although the price variations everyone is bringing up might make that hard.

Nope; don't know of any that are free, though you may want to check out our directory of online property management software . . . some do offer free trials from what I recall.
