But it's dangerous in many cases. 

@Richard Flanders I guess I draw a distinction between when property is ready versus when someone moves in because sometimes there is significant time passed between the two dates. 

(a) The owner of any dwelling in which the paint, plaster or other material is found to contain toxic levels of lead and in which children under the age of six reside, shall abate, remediate or manage such dangerous materials consistent with regulations adopted pursuant to this section. ..."

The most dangerous people are smart people who think they can fully assess risk.

We always pull disposers, filters, and icemaker supply lines because these things are either dangerous or can cause a lot of damage when they go bad.

Maintenance: No asbestos, building inspectos/enforces come on some regular basis to make sure building is up to code so these issues aren't a danger to the public.

I would not invest in any location where the population is stagnant or declining.Crime - People and companies will not move to locations perceived as dangerous.

Strikes me as dangerous, as a hard-money lender myself I would pass on this deal.  

The only little problem is that drug dealers can be dangerous and you need to exercise caution and take precautions.
