I guess the easy answer is that it depends...... as you state....most of the time people seem to escrow taxes and insurance, so it is tough to get behind on taxes. 

That does sound tough.

You won’t get the volume pricing on materials new home builders get so factor in Home Depot retail pricing on everything too.A half burned down house will cost more to repair than building a brand new house from scratch.

It’s a tough situation.

These stuff often do not depend on the neighborhood Class, but the construction and materials used, and the already used life span of the systems/components itself. 

Let me give you my 2 cents.1. 2% rule = great for quick assessments, no expenses accounted for, so tough for condos/townhomes. 2.

Pretty tough to figure for a 7-week old puppy though, no matter how cute she is.

Tough love is the hardest to except sometimes. 

Tough tenants looking to pick a fight all the time.

Sometimes I am looking at a house, ask the realtor to check comparable sales in the area and I get a response saying sold conditionally.Man, is it ever tough.
