I have been tinkering with my application process for my upcoming vacancy, and I have added this note in my application to explain my procedure.  

I mean, yeesh, just the man hours for someone to write the manual on the new procedures for all of this will take up countless hours and meeting after meeting.What a nightmare.And the really stupid thing, is that there are already laws in place to deal with slum landlords.  

Can I just do it or is there a legal procedure?

The new procedure will be for them to mail into the P.O.

This means that a disabled tenant can expect the landlord to adjust rules, procedures, or services to a reasonable degree in order to provide an equal opportunity to use and enjoy her dwelling unit or a common space.

I don't know OR law, but make sure you do the move-out by the book, including any notices that are supposed to include the law regarding their rights, any pre-move-out inspection procedures, etc., etc.  

I've heard 60 day notice is standard procedure?

Obviously, each area is different, but what are the general procedures for filing legal abandomnent? 

In a KAIZEN for a manufacturing process for example, (sorry for nerding out here), a process/work flow is studied to determine areas of waste and in turn develop a procedure and/or work instruction for the job function in an effort to shorten lead times.
