So it may be of benefit for those thinking of launching into this to save up a little before you try it.biggest reason small business fail is undercapitalized and your simply a small business and if you have little to no capital you have no staying power.. if you spend all your liquidity and cant get deals in the short term your done... or worse you run up your credit cards and now have nothing to show for it but massive debt.The legalities of this aside..

Your plans are going to run into costs of 10K to 20K per lot to develop plus additional infrastructure, septic, power. roads etc.Probably looking at 1-2 M to accomplish your total goals.If the area does not have the income levels for individuals to bring in their own homes you may not be able to develop the community at all and make any money.

We have people stay at our lake house that don’t fish, they may only be there for the view.Be careful about renting your boat to people unless you can confirm you have insurance that would cover an accident and cover you if someone sued you for their accident.A deposit and renters insurance may be overboard.

I'd negotiate....I used to be an agent and I've sold houses for small fees to get the buy side on a larger home, I've taken my commission in trade for cars, boats, electronics and all kinds of things.
