For example, if you need to get a new roof in 5 years $4300 is probably not going to be enough and same goes for any mechanicals that may possibly be near or at end-of-life.On a different note, this all depends on your strategy, but from my opinion $300k is high price point for a rental in this area.

Sometimes less.  1100SQFT - 2500SQFT Complete renovation down to studs and replace everything up to code - New mechanicals, frame work, exterior work, insulation and drywall then all your finishes 8-12 weeks.

As far as actual prices go, from my experience I'd say it depends on the level of trim but assuming the exterior and mechanicals are OK; I'd say 25-60 for a ~1300 sqft SFR...

If the association is responsible for exterior of building up to wall cavities of each unit, including mechanicals I would assume that worst case senario would involve all sheetrock, finish work, fixtures, paint and appliances.
