As things in the financial world eventually move in the same direction, it wouldn't be too surprising to see a gradual rise in the T-bill, but this isn't guaranteed and no one can really predict how fast it will move, if at all.

Market appreciation may be impossible to predict in the short term (<10 years), though forced appreciation can be predicted short term, but market appreciation is fairly consistent over the long term in a stable market with a long track record of it.
