Obviously this is concerning, and he flat out said he would not allow a “dye” test on the system because he said that test puts to much pressure on the system and could cause a leak.

I would file a complaint there to see if they can put pressure on the gas company.Then the next question I have is: Is the neighbor's gas meter outdoors or inside the house?
