The mover selects the route and it may not be what you think. utility lines, guard rails, bridges and roadways determine which way to go and the permits will probably be determined with the route.

Okay, what you need is following: - rent roll last 3 years - approved profit & loss of the last 3 years, the last 12 month in detail - property statement (needed maintenance, shape of the units and the building) any violation/permit from the city - the complete unit mix (how many 2 bed, 3 bed and so on) - todays occupancy - market rents for the units (yes or no) - is the property self managed?

This of course impedes much of the renovating that's needed, but I'm also concerned that even if I could get the permits for the renovations, I won't be able to resell it down the road.

@James DeRoest,sorry i could not be of help, but maybe if your time permits, you could go by a lighting showroom (no big box stores) and run those questions by them (usually they know about this or have electricians installing this all day). i recommend one specialized in modern/contemporary lighting.in the worst case you got some free coffee, nice ladies to look at and maybe some clearance items or some networking with lighting designers...
