I still have a lot to do including exterior paint, replacing the roof, and refinishing what is now the laundry room but will be a third bedroom after I put a closet in it. 

the main risk is in the contractor. you have two opposing things going on..  

We are even rehabbing units and the exterior of the property and that takes up maybe 4-5 hours a week in project management.

Then go improve something noticeable: landscaping, parking lot, exterior paint, signage.

I would say that your experiences are more of an indictment on investing in low income or low quality assets as opposed to the specific market.

So I have posted in the past regarding my rental and the issues with lead paint on the exterior.

But from the exterior pics the house needs to be painted, new windows and a new roof and if the outside needs work do you think the inside is updated ?

I'm just wondering if there are any pros to being a RE broker as opposed to salesperson, strictly in the realm of RE Investing.  

Until you get the project to a certain point it will be negative and then as tenants sign advance leases you build the exterior shells and then the interior is finished with whatever TI's are negotiated.
