Is buying a new owner occupied 2-4 unit multifamily property every year using 3-5% down payments a good strategy to scale?

A simple search on a service like Propstream will show you what properties have them. 

The property looks fantastic and is in a great area! 

Some do a great job, many do okay, some do a terrible job. 

They also passed a state law that any R 1 lot can now be a duplex but this has not moved the needle much duplexs of new construction still cost far to much to build given land cost and building cost to be quote un quote affordable.

I had a good-paying job at a Silicon Valley equipment manufacturer.
