If the broker/agent told you to overbid and they know nothing about investing then shame on them.For what you want to offer all you can do is ask and see.

Like you stated, if they were a good tenant falling on hard times then it may be warranted to offer cash for keys.

It might also still need rehab and the seller want's to see as-is and is willing to offer seller financing.Be careful, sometimes these deals can be very predatory.
