The course material was great, the instructors always quickly responded to my emails and phone calls, and the licensing exam prep was full of practice tests that helped me pass the exam first try.

I’d like to start in a market materially less expensive then CA where I can get into a 3-4 unit for $300 -$400K and have a solid management company manage it.

These will include (but not limited to) Taxes, Insurance, Utilities, HOA Fees, etc., that occurs during the Rehab period and up until the property is fully rented.  

Anyone have a rough idea of an all-in cost (materials and labor)?

My mortgage payment is $2,750 a month + $400 in utilities (avg.).

Superficially, there is a supply and demand issue that isn't going to be "fixed" anytime soon; especially with local politics being the way they are, and the rising costs of labor and materials.

I'm currently utilizing the free trial to become familiar with the tool. 

When I gave another address over the phone as a backup, I was told that would only be accepted with some correspondence (utility bill, invoice etc) that had the new address and the LLC's name. 

Once you enter attorney review, the seller should supply all current leases, historical utility bills, etc.

I plan to use the BRRRR method utilizing private money and then refinancing into a traditional loan to pull the cash back out.
