The HELOC I'm getting is a "FIXED-RATE" HELOC @2.75% APR for the next 5 Years then it becomes variable rate.

There are a ton of variables. 

Local areas especially places that have large supplies of flooring, paint, etc are willing to work with you.....usually. 

PS: @Mark Miles: a few of the sites/services do offer variable pricing by channel.

If it is a company that has to continually go out and get new sales in order to generate revenue or if the success of the company is based on the founders charisma and connection with the community then that is more risky and so would pay a lower multiple of NOI.That being said there are a million variables at play here. 

If not, I'd keep the closets in the bedrooms open to guests and use the entry closet for supplies.

All my units have hookups and when I supplied them I always bought used off Facebook marketplace or Craigslist.

It does state in my lease that the tenant is responsible for damage like this so I will see what the next steps are.Would it be acceptable to do this type of repair myself and charge him for supplies/materials?

There are a few variables to take into account.

Because there are so many variables between the property and the tenant, it is impossible to just give you a simplistic answer.
