That is why it is imperative to be aware of all liens before getting in on the bidding for any tax deed in PA.In the judicial sale, all non-government subordinate liens (except IRS and PA state liens) are wiped out.

You need to buy at a much lower price to compensate as fixing all of these issues can run into the tens of thousands of dollars.This is a very basic post and more info can be found on the EPA government website.Hope it helps.

I'm always willing to pay less than it may be worth, and sell for more than it's worth.Assessed Value: (the following is an educated guess) someone's, in government, best guess at value at some point in time, sometimes arms length, sometimes according to a formula, sometimes actually close to the real value, which is usually multiplied by a tax ratio that will allow the municipality to pay their expenses, pensions and equipment.....please note that both assessed value and tax rate can be changed regularly to effect the desired monies to pay for such expenses.

I am for the national flat tax.Illegals and everyone else would have to pay and the government wouldn't be chasing people for money,having huge irs paperwork and forms,etc.Stress would go down as people wouldn't worry about audits and IRS nightmares etc.I think it will never happen as every government entity would fight over who gets to control the money.The cities,counties,and states do not want to depend on the Federal government to tell them how to spend their money.
