Most MFG. homes have a top end ceiling of sorts, meaning the value of the home generally wont exceed XYZ value while stick built homes don't tend to have those ceilings or if they do its a much higher range.Be careful of what the effective economic life will be as listed on the appraisal.

She does have 2 Brothers who I cannot get a hold of no matter what I try and they do not Live here in Tucson, They obviously don't seem to care for the property or want it.

They'll often ask about a shortsale listed at super low prices (often below land value) and then I have to be careful about telling them if it's really available or not.

We sold our 4plexes (2/1s) for $250k/ea back in 2015 era, our SFDs were anywhere from $110-$165k.We also played in Hammond a bit but... be very careful on location, tax basis, and I would caution you about rental inspections. 

I assume that I can take possession (change locks etc) and perform structural repairs sufficient to bring it back to habitable standards but my question is does that include sprucing up the property itself ie tree trimming grass cutting and the like to maintain neighborhood norms?

Once that odor gets in, it's almost impossible to get out.As a side note, you should be careful with your language.

I know many say it’s too much of a hassle but I was an on-site leasing agent before for a 12 floor apartment building across from a large college so I have had SOME experience with it.I’m currently a single federal employee hoping to cut some expenses and do more in real estate.

A commercial bank would be able to support a loan like this and they don’t care where the down payment comes from.  

You have to be careful with listings as agents with walk a tight rope as what is fact from grey area.
