Hiring back yard mechanics, and friends of friends to complete tasks that should have been carried out by professionals.

Is the basement finished or for mechanical access only? 

Another unit did not have their electric turned on so we couldn't test anything in there.I contacted my lawyer about this and he stated that in our contract it states "This contract is contingent upon a written determination, at purchaser expense, by a licensed architect or licensed engineer or by an agreed third party that the property is free from structural, mechanical, and/or environmental defect not exceeding $1,000".

Almost every jurisdiction in PA has adopted the International Building Code, which references and prescribes all the other codes (International Residential Construction Code, Mechanical Code, Structural Design Codes such as ASCE 7, ACI 318, AISC 360, etc.).  

Unless the water chemistry is maintained correctly, the mechanicals will fail prematurely.

The tenants appreciate the annual inspection of the mechanicals and it gives me an excuse to do a quick walk thru.  

Going to a automotive mechanic is a complete waste of money in my opinion.  

the other thing I do in this case would say give them another 500.. for another 5 days of due dil ... if you need it.. also have a 5 or 10 day auto extension to close...
