It just hard to find ARVs since comps are all over in this market and we don’t have too much experience in that area of Jersey.

Maybe as an additional safety net set your DSCR% or cash on cash return a little higher than other areas you own. 

But my background and experience is in Business Development, and Marketing Strategy in close integration with sales, so I figure I at least have some transferable skills that'll allow me to make the most out of property as an asset class.

Not sure if you have a direct question, but reading the questions between the lines on when a property is actually considered to be in service.Facts and circumstances.Generally for a rental property it is "in service" when it is "ready and available for rent" - meaning you are marketing it for rent, and a tenant could utilize a property that day.
