Totally hypothetical but I can see the judge siding with the tenant (as long as the repair bill is realistic) as a heated home during the winter is a basic human need.

This indicates a poor building envelope.Little to no insulation, making it very inefficient and expensive to heat / cool.Scope the sewer line to the street.

Biggest problem was the heat situation. current owner was spending $12,000 a year on heat and rents were low. first thing we did was install 4 gas monitor heaters, 3 units already had them, separated the propane tanks and turned off the old undersized oil furnace.

You can't go from window a/c units to central hvac unless that is cheaper than replacing just an old heating system.
