You see, the utility companies won't shut off utilities in the LL's name if they know a tenant is living there, although they WILL shut them off if the tenant requests it.

Abandonment often isn’t clearly defined but can be inferred by certain things like neighbors witnessing the tenant moving all of their belongings out of the property, the property being completely vacant, utilities being shut off, etc.
