@Gulshan D.Recommend you first figure out the property Class you want to invest in, THEN figure out the corresponding location to invest in.If you apply Class A assumptions to a Class B or C purchase, your expectations won’t be met and it may be a financial disaster.So, when investing in areas they don’t really know, investors should research the different property Class submarkets.

For the sale, you would have to 1031 into a different property to avoid paying taxes.

Madison was always more of a college town, so it was not impacted the same way.And MKE has a wide variety of neighborhoods with very different ptice ranges, look up Whitefish Bay or Wauwatosa, they are expensive. 

The books, which are great, are overviews or guides for what you should do, but each area and each investor is different.

Lots of scams there too, especially in the resort areas.Also the property laws there are very different to here.
