In another case of mine there was a long period where there were no property transfers, something like 80 years. 

The property does not go into the tenant-buyer's name during the lease period.  

And yes you can sell during this period, but the buyer is getting a clouded title whether they realize it or not.

While large profits can be made in any one deal, each business or investment program must be looked at over a long period of time, to determine return on capital, or return on time.  

First things that come to mind though:- Does the grandfathered status remain if the building is torn down (many times it does not; as well, grandfathered status is often lost if the property has been vacant for X period of time).- Is there room to add to the existing good duplex and stay within the setbacks?
