People come from all over to visit persons, with person having procedures done. 

I did contact a lawyer about the forms and procedures, but the actual "in Court" stuff is what I don't have experience with.

But I have never done this before and have no clue what the exact procedure is so that he doesn't get mad at me for cancelling or anything like that.

No contact, no support (which I needed having just moved to Maine and trying to write my first offer on my own house with new forms, procedured and terminology). 

IT is in the standard procedure guidelines documents that the utility put out for the public, and over 10 times it says the electric company will not turn on the electric to a new meter without an finalized inspection i.e. permit.

Matt,As a property manager myself, if I were in your shoes I would begin focusing on developing processes and procedures (written).  

Based on the information provided, it sounds like the property manager went through their checklist and followed standard procedures.
