Purchased in '14 for a hair over $200K, put $20K into finishing basement, appraised for $230K in '15 and should now appraise for $260K+ based upon recent activity in the neighborhood. 

Make sure the park is OK with what you want to do, how you want to improve the property, plans, and value.Be cautious not to over-improve as much of that crowd is looking for affordability, yes they want clean and sharp but aren't always focused on the latest cabinets, finishes or look.

Assuming the units are at least 2 bedroom / 1 bath, you likely will be able to raise rents up from the $1066/mo average over time.  2 bed/1ba units in the area should get about $1200-1300/mo with rental grade finishes.

This will require extraordinary efforts to attain this big audacious goal.
