State that this is an issue that they will need to work out between each other, remind them of when the lease ends if they wish to move out at that point, and if there is legitimate animal cruelty that's a completely different conversation.

If you want it to look more "upscale" or "trendy" consider refinishing it with a different stain vs just putting a poly coat on top of it. 

If the odor was in the walls and baseboard, I would wash down the walls and baseboards with a product made for eliminating animal odor.

This home was built in 1915 so im worried about chipping off the cracking paint, sanding and exposing possible lead just to apply a new coat of paint.

It actually costs the same or less for more expensive paint because the coverage is better so you don't have to put as many coats on.
