What I've done is "reverse engineer" the BP calculators and create my own spreadsheets that incorporate specific items I felt the calculators were missing (minor details and region specific items). 

It sounds less like a regional custom and more like oversight or opportunism on the part of your PM.

I quoted 1-3% from National figures that have held true for decades, but certainly there are regional differences.The 'momentum' concept is an oxymoron to me, as that implies that one response has an influence on the next one and unless the neighbors are reading each others mail, that is not a valid conclusion. 

The downside is not having the reach and systems to service large geographic areas like the large regional and national banks.

Call the servicing company and ask them if that option is available for your loan.The sale has to be cash, unless your lender is a local or regional bank that still owns the loan in its own portfolio.
