I am going to move out soon and want to close those vents off completely so only the first floor receives the heat/air.

I am looking to replace a smart thermostat on a 4 families building; currently, a 250,000 BTU furnace supply heat to entire building radiators.

Also, the usual, heat/snow removal/water/electric... but I assume that you assume renter would pay for all those. 

I'm considering a two family property that uses oil for heating/hot water. 

It has baseboard heating, but can anyone think of a cheap way I would be able to cut those expenses in half?

In Chicago, where I am buying, it is not uncommon to see expenses run a bit higher (closer to 55%) due to boiler heat, cold winters, flat roofs, etc. 

Some of these new construction changes will include: requirements for beefier 2x6 walls that are thicker to provide more insulation depth, installing more attic insulation, installing tighter and more efficient HVAC systems and water heating equipment that may need to be certified by third-party Inspectors for compliance.
