As to comparing the different options, what I've found is that if you're working with an agent, looking at properties on the MLS, the properties are not going to be drastically different.  

I found the old MLS listing from ~7 years ago when the seller bought it and it stated it was a 1.5 bath.

I'm unclear on this and have not found a definitive answer through google searches. 

I honestly think it took them longer to pump the sewage waste and fill the new found hole in the ground after collapsing the tank itself.

Just found out that the maximum allowable Rent is 3.7% In BC does that sound About right?

I found a nice duplex for 120000, good location.one side is 2 bed 1 bath, other is 1 bed 1 bath.

Send them a letter (not yellow letter because they are getting dozens of them) telling them you found their house to be apparently vacant.

I havent found a deal in 2 years .

I then found a seller through word of mouth.
