When I told her that I did everything myself she said she knew she was being scammed.She filed a police report and I picked out the couple out of a photo line up that conducted the scam on her because I remembered them coming to tour the house like they wanted to rent it.

Most average cities don't know what the hell they are doing or saying because they don't see ADUs except for 5x a year and simply deny them.My tour and research of a company called US Modular in California has the GC getting the feasibility study done for $3500 (used as a credit towards the build but is a fee if you don't move forward with build).

My recommendation is to seek more passive routes of real estate investing such as investment groups, shares of RE Companies, REITs etc for the European theatre as it will relieve you of much of the leg work, hassle and headache, especially if you aren't native (working a deal can be tough as the "American" even when you speak the local dialect).
