On a big enough project, TIF can be part of the package sold to the lender to fund the remainder, but if you're talking coming with no funds, TIF is usually restricted to public or quasi-public goods - i.e. fixing streets, sidewalks, upgrading water lines, building facades, etc.

Los Angeles county duplex, owner occupied, not rentcontrolled nor subsidized.Family of 4 (mother, her 2 working daughters, and mother's male friend) in the rental unit on a month-to-month who moved in just months ago under m2m written agreement, notified were moving out due to financial hardship thus their security deposit (1 month) covered Nov 15-Dec 14 (they were broke and I was abroad) but then they didnt move and instead paid the rent  for Dec 15 - Jan 14  on Dec 24 right before i left for the holidays and family crosscountry ( were $200 short).I am in the process of relocating (commuter job, and soon, home in/near the new town) as it is and need to sort things out  ASAP now that they are $200 past due, with no security deposit left, as well as are in breach as neighbors left and right have complained of suspected drug (meth) activity, trucks blocking the sidewalk all day and all night, as well as dog feces.

For my own home, they also just replaced all of the meters to digital ones that can be read from the sidewalk.

This eviction is my first time on this route with a note, and am open to suggestions from people who have taken this road before.I've coordinated with a business that will provide a locksmith and will put them in contact with the sheriff in order for the locksmith to meet at the same time.I'm debating on whether to offer $500 to $1,000 through my attorney to the occupant, the former borrower, to remove all furniture and personal belongings and not damage / vandalize the house.I will have people there to move out the furniture to the sidewalk if the occupant leaves the house a mess.I will have people there to secure the property against squatters.I will have an appraiser there to appraise the inside of the house.Finally, I will have buyers there to look inside and make me an offer.

I'll be self-managing, and I've read that an LLC will not remove the liabilitiy from me if it's self managed.I'm leaning toward no LLC, $300k liability per building + $1MM an umbrella policyMy investments are in Montana - An investor friend of mine is being sued for a slip on the ice on a sidewalk.

For example, say the lot is 6,000 SF, but the Engineering Dept requires a 20-foot right-of-way dedication for new curb, gutter and sidewalk improvements across the street frontage of your lot.
