There's some more info on serving the notice here: http://www.dca.ca.gov/publications/landlordbook/terminations.shtml.If after serving the notice, the tenant doesn't pay in the allotted time, you're next step would be to file an Unlawful Detainer Lawsuit.

I don’t know Wisconsin Landlord Tenant Law.In Illinois, if a tenant doesn’t pay rent and 5 days has elapsed, lessor can file foricible entry detainer (eviction), even though you have already given them a 30 day notice.
